This full-time, 12-month exempt position reports to the college president and is located at the John Wood Community College (JWCC) campus in Quincy, Illinois.

Job Summary

This position directs the college’s human resource programs and services. These duties include providing information and serving as a resource to others, achieving defined objectives by planning, evaluating, developing, implementing, and maintaining services in compliance with established guidelines. The director supervises all staff for the department and reports directly to the president. This position serves on the College Cabinet/Leadership Team. The director will recommend policies, procedures, and actions for meeting the college’s goals and objectives. Responsibilities include investigating employee grievances and complaints to resolve them to provide for a healthy work environment. The human resources office provides and maintains written materials to document activities and issues, meet compliance requirements, provide audit references, and provide supporting materials.

Founded in 1974, the college’s main campus and administrative center is located in the vibrant city of Quincy, Illinois. The main campus opened in January 2002 and is located on 150-acres of beautiful, sprawling landscape. The College operates four branch campuses: the Workforce Development Center in Quincy, the Southeast Education Center in Pittsfield, the Agricultural Education Center in Baylis, and the Mt. Sterling Education Center in Mt. Sterling.

Minimum Qualifications

Bachelor’s degree in human resources management or related field from a regionally accredited institution. Three or more years of progressive Human Resources and management experience. Knowledge of HR systems and databases. Strong analytical skills and experience with developing and reporting on HR metrics. Excellent listening, negotiation, and presentation skills. Conflict resolution skills. Excellent interpersonal skills. Ability to establish and maintain cooperative and effective working relationships with other college and community members, displaying cultural competence and emotional intelligence.

 

Desired Qualifications

A master’s degree in human resources, experience in human resource management in a higher education setting, SPHR or SHRM-SCP certification, and experience in change management and organizational development. Negotiation and Labor Relations experience.

Essential Functions

  • Develops, implements, reviews, and/or administers College HR functions, programs, policies, and procedures related to recruitment, selection, retention, benefits administration, performance management, employee relations, legal compliance, and other human resources policies and procedures.
  • Manages the College’s HR operations and programs; work may involve monitoring work performed by staff; identifying, negotiating, and contracting with vendors; planning and revising programs, including those related to recruitment, compensation, and training; and providing HR expertise to employees, managers, and other stakeholders.
  • Ensures HR operations, processes, and programs comply with Federal and State laws and regulations and College policies and procedures by addressing complaints/grievances, investigating policy violations, and addressing/recommending actions.
  • Prepares, reviews, and presents a variety of reports, plans, and correspondence, using general knowledge and subject matter expertise, to facilitate HR operations and ensure compliance with laws and regulations; work may also include overseeing the maintenance of and/or updating and maintaining human resources information systems and databases.
  • Participate in the collective bargaining processes to assist in the negotiation of labor agreements.
  • Advise administrators on personnel issues.
  • Responsible for the budget of the Human Resources Department.
  • Advises the President and Executive Council on HR matters.
  • Serves as a liaison to the Personnel Committee of the Board of Trustees.
  • Serves on college standing committees (e.g., Professional Development, Strategic Planning)

 

Standard On Site Work Schedule

Monday – Thursday 8:00 am – 5:00 pm, Friday 8:00 am – 12:00 pm, Some evenings and weekends may be required.
